On October 1, 2009, a new edition of the document "RU-2. Rules for domain name registration in the RU domain" (http://www.cctld.ru/ru/docs/RU-2.php), approved by the Coordination Center for TLD RU, comes into force.
The changes in the rules concern, first of all, THE REQUIREMENT TO PROVIDE COPIES OF DOCUMENTS verifying the identity of the domain owner. For individuals, such a document is a passport or an equivalent document; for legal entities, it is a certificate of state registration and a certificate of entry into the Unified State Register of Legal Entities (for a legal entity registered in the Russian Federation) or another document confirming state registration (for a legal entity registered in another country).
For domain Administrators (owners) who entered into an agreement for domain registration (registered domains) prior to the entry into force of this version of the Rules without providing such documents, Registrars will not execute the following requests:
- (1) to change the information necessary to identify the Administrator;
- (2) to transfer domain sponsorship to another registrar;
- (3) to transfer domain administration rights to another administrator;
- (4) to surrender administration rights (registration cancellation);
- (5) FOR DOMAIN REGISTRATION.
The second significant change DEFINES THE RESPONSE TIMEFRAMES of the domain Administrator (owner) to inquiries from Registrars related to the verification of information provided by the Administrator or stored in the Registry. The Administrator must comply with the Registrar's request within the following deadlines:
- (1) within 10 days from the moment the request is sent – if, upon concluding the Agreement, the Administrator provided documents confirming the information necessary for Administrator identification;
- (2) within 3 days from the moment the request is sent – if, from the moment of concluding the Agreement until the request was sent, the Administrator did not provide documents confirming the information necessary for Administrator identification.
Requests are sent by the Registrar via email to the Administrator's address contained in the Registry. If the Registrar's request is not fulfilled in time, domain delegation is suspended, and if there is no response within two months, the Registrar is granted the right to cancel the domain registration.
The third change concerns information in the whois query response for the domain name, which from October 1, 2009, will contain data on the submission of documents confirming the information necessary to identify the domain Administrator.
